A small example of the decisions involved: Cloud Run, Google's service for running containers, has minimum instances set to 0 by default, so a service with no incoming requests scales down to no running instances. For an internal tool or low-traffic API, that avoids paying to keep idle instances warm, though the billing mode and other resources still carry their own costs, and a request that arrives after an idle period waits for an instance to start. A minimum instance count keeps instances warm for services where that delay matters, and Google's documentation notes that instances kept running this way are billed. Which setting is right depends on who is waiting for the response.
